Britain and France to Deploy Troops to Ukraine should a Peace Deal is Finalized

The British and French governments have signed a statement of purpose concerning the positioning of troops in the nation should a peace deal be made with Russia, the UK Prime Minister, Sir Keir Starmer, has stated.

After discussions with Kyiv's partners in Paris, he indicated that the two nations would "create defense centers in various parts of Ukraine and erect protected facilities for weapons and defense matériel" to deter any future incursion.

The allied nations also put forward that the America would take the lead in overseeing a truce.

The Kremlin has on multiple occasions cautioned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet commented on this new development.

The Situation and Continuing Conflict

The Kremlin's head Vladimir Putin began a comprehensive attack of Ukraine in early 2022, and Russian forces presently occupies roughly 20% of Ukrainian territory.

"This constitutes a crucial element of our vow to be alongside Ukraine for the foreseeable future," commented the British leader.

National leaders and top officials from the "Allied Coalition" took part in Tuesday's talks.

Addressing reporters at a combined announcement, the Prime Minister added: "It paves the way for the legal framework under which British, French, and partner forces could operate on the ground in Ukraine, defending Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the years ahead."

Defense Assurances and Negotiation Stances

Senior US negotiator Steve Witkoff said that "long-term safety pledges and strong prosperity commitments are essential to a enduring ceasefire" in Ukraine – alluding to a major condition made by Kyiv.

The negotiator indicated the partner nations had "substantially agreed on" their work on establishing such pledges "in order that the Ukrainian people know that when this hostilities ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also took part in the talks.

At the same time, President Macron Emmanuel Macron said that Ukraine's allies had made "major headway" at the negotiations.

He added that "comprehensive" safety pledges for Ukraine had been agreed in the event of a potential ceasefire.

Ukrainian President Volodymyr Zelensky said that a "significant development" had been made in the talks, but added that he would only deem efforts to be "adequate" if they resulted in the cessation of the fighting.

Last week, the Ukrainian leader suggested a settlement was "90% ready". Agreeing on the last 10% would "determine the outcome of the agreement, the future of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the heart of ongoing disputes for negotiators.
  • The Russian President has often said that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any concession over how to finish the war.
  • Kyiv has to date rejected surrendering any territory, but has floated the idea that Ukraine could withdraw its forces to an designated point – but only if Russia does the same.

Russian forces presently holds approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The two regions form the heartland of Donbas.

The initial US-led comprehensive proposal that was extensively reported to the media last year was viewed by Ukraine and its partners in Europe as being heavily skewed in Moscow's direction.
